  • March minutes reviewed.

1. Treasurer’s report (Mindi)

  • Status: accounts steady.
  • Outstanding item: reimbursement for postage to Shannon ($10.47) pending clearing.
  • Projected balance after clearing: $7,368.30.
  • Motion to accept treasurer’s report as presented: Alison.
  • Second: Tina Lewis.
  • Motion carried; Treasurer’s report accepted.

1. Permit Technician Report

  • Permit Technician meeting attended; attendance lower because many members at Chapter Leadership Academy.
  • Upcoming training: Complete Permit Tech course on May 5–7.
  • Additional trainings planned during the year (including a session by Serena Lockley and year-end Code Specialist training).
  1. Membership / Lobbyist donation
    1. Ginger handled Idaho meeting payments; chapter dues will be sent to ICC and then chapter will consider donation for lobbyist.
    1. Group acknowledged lobbyist’s efforts during the legislative session despite limited legislative wins; donation to be determined when dues/finances confirmed.
  2. Lending Library / Mentor Program (Alison)
    1. Remaining library books mailed by Shannon, except IRC and IBC volumes (to be obtained from Haley and forwarded).
    1. Alison holds Code Specialist book set; members interested in Code Specialist study or Permit Tech Nation class may borrow.
    1. Noted library inventory is partly out of date; Alison to complete inventory and recommend purchases or solicit donations.
    1. Anticipated next step: bring a motion (if needed) to purchase needed books after inventory completed.
  3. Building Safety Month (ICC theme: “Built to Last”)
    1. Discussion of chapter participation and promotion:
      1. Use of ICC-provided materials (backgrounds, social media content, kids’ materials).
      1. Goal to earn “extra points” from ICC (which can yield up to 50% off books).
      1. Options for participation: social posts, website content, short video, downloadable/ coloring book for children, in-person kids’ events (some jurisdictions partner with Home Depot).
    1. Chapter photo plan:
      1. Proposal to do a quick Teams “group photo” (screenshot) to demonstrate chapter support and collect points.
      1. If background download is blocked by employer IT, members may print the poster (8.5 x 11) and hold it for the photo.
      1. Suggested schedule: quick photo meeting next week (proposed April 30) to prepare in advance of May/June activities; Mindi to create Teams invite for the photo session.
    1. Member offers:
      1. Alison offered to take photos using Ada County hard hats and share stickers; will mail a small set of stickers to a requesting member (speaker who volunteered children/niece/ nephew for photos).
      1. Chapter to consider purchasing small giveaways (vests/hard hats/stickers) if desired; prices discussed (example: vest cost referenced).
    1. Additional promotion ideas: weekly short meetings/blurbs during Building Safety Month; Lego contest idea noted as a possible outreach activity.

    1. New provider identified: Sonia Scherer (Sonia Scherer Consulting) — ICC preferred provider offering virtual and customizable trainings.
  5. Website (Tawny / website lead)
    1. Website work in progress; content prepared behind-the-scenes, but technical publishing help required.
    1. Plan to coordinate with website support staff (Brianna or designated website person) to publish Building Safety Month content.
    1. Action: Tawny (or website lead) to reach out to Brianna / website team for assistance with

publishing; Alison / others to provide photos and materials.

1. Bylaws / EIN

  • Bylaws: awaiting update from Tisha (no new information reported).
  • EIN: Alison reported ongoing attempts to contact responsible party (phone tag); EIN needed to enable chapter-run training and financial operations (issue delaying online training offerings).
  • Action: Alison to email and provide contact details again, request callback to finalize EIN-related matters.
  • ICC report / proclamations
    • Shannon reported ICC website shows Idaho and Meridian proclamations posted; ICC offers downloadable tools and social media resources for Building Safety Month.
    • Discussion regarding kids’ materials and distribution; some jurisdictions already purchased promotional items for their events.
  • Legislative updates
    • Reviewed House Bill 0800 (manufactured housing):
      • Redefines manufactured homes, includes multi-dwelling units constructed to HUD standards.
      • Provides minimum enclosed space definitions: single-section ≥ 400 sq ft; multi-section ≥ 800 sq ft.
      • Effective date: July 1.
    • Impact: changes may affect planning, zoning, and building code interpretations; jurisdictions must review and, if necessary, update local ordinances. Concern raised about timelines for ordinance amendments and public hearings.
    • Recommended resources: APA Idaho and Idaho chapter listings for legislative summaries; chapter to coordinate information-sharing as needed.
  • Conferences / Chapter Leadership Academy
    • Several members attending Chapter Leadership Academy and ICC events (e.g., Sam Zahorka, Dylan McGraw).
    • Shannon encouraged attendance; ICC provides reimbursement for travel/registration (members noted to monitor lodging/availability).
    • Next year’s ICC event noted to be in Dallas, Texas.

  • Group photo and Building Safety Month promotion schedule discussed; plan to meet briefly next week (April 30) for a photo and to finalize promotion schedule leading into May.
